Hypothetically yes, but you have to first find the unknown person and collect their DNA which means you have to have an idea of who they are in the first place. But once you have some people who you think are part of the family a DNA test will be able to tell you for sure.

Well, sort of. DNA can show that two people are related and IF their DNA is available, the test can show that two specific people are likely the parents of these kids. However, the DNA from all of the people has to be available. At this point, there isn't really a database available outside of law enforcement (CODIS) that has DNA from lots and lots of people.
So, no, you can't just send your DNA somewhere and find out who your biological parents are. But, if you have DNA from several specific people, you can pretty much determine relationships among those DNA samples.

Not without their consent. There is no national DNA Database, except for rapists. So unless you are looking for a felon...you can only check dna through hair or saliva samples of an individual willing to give them to you. Good luck.
