The term was first used in boxing. Ringing someones bell was hitting them so hard they couldn't firght anymore. A bell is rung when a round is over.
Not sure about the song. Ring my bell is an old disco song, presumeably it could mean hitting the spot, turning someone on, etc.

I believe it is about the fall of kings and empires. It has melancholy undertones but positive in the end, as the person (or king) appreciates the little time they have left. One verse, "I hear Jerusalem bells a ringing Roman Cavalry choirs are singing Be my mirror my sword and shield", seems to point to the central figure turning to faith at the end of their life, although I don't think that the song is religious in nature.

"Ring my Bell" means more than one thing. In "Enrico's song" it's a double entendre...meaning that he's referring to the song and concept in "Ring My Bell" by Anita Ward, "and" to the act of ringing his doorbell. In the song "Ring My Bell" it meant to fulfill the woman's need, especially in a sexual way. So when Enrico says to hop in your car and come ring his bell, he's saying come on over and ring his doorbell, and "ring His bell"...but he uses the double entendre to express the idea without saying it directly.
