like in 1984? i'd say so. sex is a biological need and depriving people of it leads to frustration and aggression. if i remember well, what they did in 1984 was motivate people to channel their inner negative feelings (derived from not having sex) into a mad love for war and hate; which suited the inner party since people were much easier to control while they were obsessing about war. i'd also say this is going on with modern soldiers too- it's easier to control them and provoke aggression in them since they're often sexually deprived, so in the end they turn to violent behaviour such as rape.
why exactly would a society deprived of sex be easier to control? i believe that the lack of sexual activity in such a society would leave a gaping hole in their needs and they would wish to substitute it with something else...and when the ones in charge of such a society offer a substitute they might become dependant on it, thus the society can control them with the distribution and availability of the substitute.

To the answers above. Then what about the Romans? They were pretty interested in war. I don't think they were as sexually repressed as say, America?
