I want to register a new domain and want to know whether the domain was registered earlier by some spammer and got banned by google.

Use a PageRank checker (like http://www.iwebtool.com/pagerank_checker ) to check the domain. If it's fairly old and has PR0, then it's probably been "banned" or blacklisted.
If it has PR 2 or more, it shouldn't be too shabby.

Try www.siteadvisor.com it's the mcAfee website scanning tool.
