First layer--silk
Second layer--wool or fleece.
Do this for top and bottom.

Wool pants are the best for winter. Some wool pants are lined or quilted for extra warmth. Stay away from jeans or cotton pants in general. They offer little insulation once wet.
You can supplement your heat by getting some long underwear. I suggest something synthetic, a synthetic/wool blend (like Smartwool), or silk.
Unless you plan to be outside in the deep snow, you most likely don't need ski pants. Most places plow their streets and sidewalks.

In CANADA we buy LONG JOHNS that you wear under your trousers. Flannel pajamas work just as well and you're ready for bed in minutes. ROFLMAO

Salapettes are very cosy but quite bulky if you're just wearing them for walking about.
