I got a new fan for my pc but I don't know if it works fine or doesn't, so what is the average temperature that's recommended for pc work?

If it isn't crashing or slowing down massively then don't worry about it.

It varies depending on what hardware you are running, but generally speaking temps around 40-45C at ldle is normal, and around 55-58C under load is acceptable, temps above 60C are generally considered to be excessive although most CPU's and GPU's won't start melting until 80-90C, but all CPU's will shut themselves down before they get close to that temp.

mine PCU's average temperature is about 30 - 35 degree Celcius

Any temp below 60C is fine.
