Because it's only perjury if a liberal does it; just like it's only drug abuse, if somebody other than Rash Limbo did it, or it's only "serial wives" if somebody other than Limbo, or Newt Grinch, does it, or how it's only soliciting gay sex if you're NOT a Republican senator............

"I don't know" "I don't remember and "I don't recall" are answers given in courtrooms all over the United States, not just by Ronald Reagan.
I asked a lawyer this very question once, and he said you have absolutely nowhere to go with an answer like that - you can't say, "Yes you do" because it's not a question and also you don't know if it's true or not. You can't charge someone with perjury for saying they don't remember something because you can't prove it.
Also, it's only on TV that people seem to be charged with perjury anyway. People have gotten up in high profile cases and haven't said they don't remember - they just out and out LIED, and it's been proven later, and they haven't been charged.
Given the fact that Reagan developed Alzheimer's, it's also very possible that he didn't recall.

I do not remember that he did that 250 times. Honestly, I do not remember. May be because he ate lot of Jelly beans.
More seriously, when Alberto Gonzalez kept answering the Congress committee by Not Remembering he was threatened that he will be charged with contempt. He cleaned his act immediately after that and stopped the Not Remember mantra.

because "I don't recall" isn't a lie. It can be 100% honest. If someone asked you "Do you recall the conversation you had with ____ on 12-1-2006?", you may recall who you talked to, and what it was about, but not all of the info. By saying "I don't recall, you are being honest, because you don't recall every single word.
