An atom is electrically neutral but if some electrons are removed or added, we have an ion.

All atoms carry charged particles protons and electrons which have charges however these are opposite and there is the same number there is no overall charge however when to atoms react they can form ions which have a charge as an electron has been lost or gained and is unbalanced. From ionic bonding with a metal and non-metal

A charge means that within a structure there is a certain Energy content. The terms was coined to explain electron power transfer in an electrical circuit. There aint no such ting as positive Energy or negative energy content. What is referred concerning electonic and or atom interaction as positive or negative is basically a convention to indicate direction of power flow. On Earth if we consider its mass positive because we free fall toward it,then we are a negative mass because we are moving toward it. We could have called the Earth as a negative changed mass and our on mass in free fall a positive mass. The same scenario occurs with the atomic components. The Neutron is called neutral because its so heavy that it could go past a proton unnoticed. The proton being heavier that the electron contain more structural mass and is designated as a positive particle structure. The electron is so small compared to the proton and is designated a negative particle. However Both proton and electron contain both the same structural energy(charge) but different quantity of structural mass. It very vely simple

atoms consist of electrons proton (both charged -ve n +ve resp) and neutrons (neutral). no of elec= no of protons so it is neutral overall.
