A difficult one this. I have done a fair bit of research on the Internet and in the local public library as well as studying all the newspapers over the past week, listening to Today in Parliament on the BBC and studying all the graffiti on my local public lavatories walls, to try to ascertain the truth. And after further due consideration and studying tarot cards my conclusion is "DONT KNOW".

I keep getting reported lately too, so I've studied which ones are still allowed, and compiled this comprehensive list to aid me in remembering what is acceptable. Are you ready? Has there ever been a period of time when you were not your usual self and you felt so good or so hyper that other people thought you were not your normal self? Has there ever been a time when you were so hyper that you got into trouble? Has there ever been a time you were so irritable that you shouted at people or started fights or arguments? Have you ever felt much more self-confident than usual? Have you ever got much less sleep than usual and you found you didn't miss it? Have you ever been much more talkative or spoke much faster than usual? Have your thoughts raced through your head or you couldn't slow down your mind? Have you had much more energy than usual? Have you become more active or did many more things than usual? Have you ever become much more social or outgoing than usual? It goes on like that. Oh wait. That's what the deleters should have to answer before being allowed on Yahoo! Answers.

Few care who've not yet thought-it-through.
However, the good authorities certainly have.
Which is why, in their Loving Wisdom, they decided
that the "&" should be placed between the words,
so as to help bring it all together.

Not at all. As long as I know the answer to any questions, I'll answer it. But I'm usually lingering in P&S answering un-related questions. Haha.

If it is a question, it can be considered a survey. So I would say no.
