Strategy. Entirely. Luck is a tactical advantage but if you are following the proper strategy you will always win against someone not playing with a plan.

There are several books on the subject; some written by world champions.

Monopoly is actually a game of luck and strategy. If you had strategy and no luck, you will lose everything you own. But if you only have luck, and no strategy, even you step on the best square, you wouldn't know if it's good to buy it or not. Hope I helped!! :p

Strategy! I have almost zero luck with dice but I can do really good at this game!! I buy everything I land on if I have the money for it(even if I have to mortgage a property to get it)!! My strategy is in trading with opponents to get what I want! Usually the cheap ones.

Mostly strategy, but some luck also.
The roll of the dice is luck. You need to land on Boardwalk in order to buy it. So that is some luck.
But you have to be able to buy the property when and if you get a chance, you have to have money. That is strategy.
Making sure you have enough money when you are getting ready to roll through enemy territory is due to strategy.
So a combination of the two is probably the answer.

I say mostly luck. You can strategize and try to buy the choice properties, but that's only if you happen to land on them. So I say it's about 70% luck and 30% strategy.

The short answer is both. Whether you land on boardwalk or luxury tax is luck but spending all of your money on houses when your about to go through your opponents properties a bad move. Always buy the unoccupied properties, and never cut anyone a break because they're low on cash. Milk it.

Luck comes into play when you roll the dice. Strategy comes into play when you are trying to bankrupt everyone else.

Both you need luck when rolling the dice, and get lucky by having an opponent land on your properties our you will never win. That said you need to know when to build houses, and hotels, when to make a trade, what to trade, what not to, when to make other deals etc or you will lose that way.
