It's legit in the sense that there's nothing wrong with it. You pay $5 per entry and max prize is $300. it's solid money for them.
I'd check the fine print before submitting anything though in relation to what ownership they want of your submitted material. If you don't win anything (or if you do) you want to understand what rights you might have lost with your book.

Writer's Weekly is a well-respected writer's site. The prizes offered are well in line with the nominal reading fee. In fact, they are probably giving away more than they will take in for prize money, but the contest is for advertising purposes.
