I would say as a guideline that $600 is more than enough.
Mind you, I'd be calling the kettle black. There are years my parents have bought presents for me for more than that amount. The catch is, I was struggling financially and often the presents involved school items or $ for a flight home for the holidays.
For me, the most special gifts I got were items I knew my parents put a lot of thought into or I knew they wanted to help me but didn't want to hurt my feelings.
This year, they got me textbooks (that I needed for a course and didn't have enough money for the supplement reading material) and a digital camera so I could send them pictures so they could see my life. I live 6000km away from them and only get home every few years.
When choosing your gifts, think of each daughter separately and pick things that will reflect their own individual personalities. Christmas is a time of giving and sharing - the monetary value of the gift is not important.

Of course its enough! There are many things that you can get your daughters that show them that you care. You shouldn't have to go broke doing it!
