pay a TOLL on FREEways?

You don't. That is the difference between a freeway, and a tollway, whether or not you have to pay a fee for use of the road. Perhaps where you live people use the terms interchangably but if so they are just misusing the word freeway. In Illinois where I grew up they have both freeways which are paid for entirely by tax dollars, and tollways which are paid for by drivers stopping to pay fees at booths along the route

Likewise while they are often used interchangable, or misused, terms such as street, lane, avenue, parkway, boulevard, and others I can't recall at the moment all have specific definitions of features making each unique from the others. These days the distinctions are often lost because something may have original had the features that fit its definition but if the roadway were upgraded or expanded those defining features were lost, but the city planners did not correct the signs because it probably would have just confused most people..

Street is a wide, straight roadway wide enough to allow walkways so vehicles and foot traffic can use it simultaniously without interphering with one another.

Lane is a narrow passage between physical obstacles such as fences or hedges.

Avenue is a broad walk or drive, often lined by trees, leading up to a house, building, or establishment located off the main road.

Parkway is a thoroughfare that follows a natural contour of the land, such as a lake shore or river.

Boulevard is a thoroughfare with a center divider, often with a line of shrubs or trees between lanes of traffic.

SUPPOSEDLY to pay for roads and other funds for cities and a tax would not be appropriate. Even though alot of people think sometimes it is a cam to rip off another dollar from the taxpayer so the politicians "can live high of the hog and ride the gravy train" . Politicians like for instance Jesse Helms had similarities to preachers such as Creflo A Dollar (yeah that's his real name DR Dollar can you believe that S$%^T) and TD Jakes...to me its robbery.they are crooks with a official guise and facade as a license to steal.
Due to this fact guess what they propose to do because of this lack of money??? Build a toll Road in the RTP and between Durham and Raleigh and Cary might have access to avoid it how convenient...for them. Read between the lines and you will see what I mean good question mi amor.

Here in North Carolina politicians lied to us and said since we were only buying $5 to $10 of gas (not filling up there tanks like they do their limos with our money) because people are broke this tax on gasoline money can't go supposedly to fixing the roads and all the numerous potholes that make me have flashbacks of DC while driving.

Cause they cost alot to build...and folks now days dont want their taxes raised that is 4 sure
