It slow from 3am to 4:30 am.
I wouldn't want to drive from 6am-9:30am and 3pm to 7pm. The times in between and after have an average amount of traffic on the road.

Because everyone is out shopping, so the roads are all backed up...plus, the weather adds to that too...
