How do you write a contract with a roommate since they owe money?

He hide the secret to tell me that we had an electric bill to be paid and the electricity will be out in 2 days. he had no money he said, im going to make a contract saying that he has to pay 91 dollars within the one month, its the exact he has to pay for half of the electric bill, but im not sure how to write one? i know that you can write it on any kind of paper, and he has to sign it and so do i.. but not sure how to start on the paper? please help? thanks

Bottom Line: If he ain't got money and you know it, the agreement is worthless. If you know he can't provide for half the electric bill, how is he going to pay for half of anything else this month, or next month's electric bill. You can force him to sign the contract, but it is unenforceable if you know he doesn't have the means to fulfill his side of the agreement. Hun, .... what else is he hiding from you? Other bills? Write a joint contract that you will solidarily pay the bills and it simply states this way:

KNOW ALL MEN BY THESE PRESENTS:

1. We, are occupying the the same apartment;
2. We are sharing to avail of the electricity; and
3. We are willing to jointly pay the electric bill.
