I would bring it up... not really demanding new ones, but just pointing it out, really.

Yes of course. You are paying for a service they are not providing. But no need to be ugly about it - the more gracious you are when you ask them to replace them, the more it will show them up.

Water spots - no
Food spots - yes!

i also don't eat at 5-star restaurants or anything, though. if i was paying a buttload of money for my meal, i think i would complain even about water spots.

If it was dirty looking I would ask for new silverware, but not be ugly about it.

I would not make a fuss, but I'd politely ask for new ones if I was worried they were dirty.

if theres food on it YES! just give it bak to waitress, Clean? just spots maybe dried too fast send it back too! most resturant hand dry anyway to insure they are clean! sign of laziness...

Spots - No. Use your napkin and clean it.
If food was stuck on it, than Yes.

yes,they should take time and clean stuff b4 they send it out to customers
