You should have included your baby's age. He is not getting enough liquid. Give him more water and some apple juice. Could have helped more if I knew his age.

He may be constipated. I don't know how old your child is, but when my son was little (even a baby) he had to have apple or grape juice every day or his stools were too hard.

My son's stool is often like that - he gets very constipated. We have to make sure he gets some prune juice each day (we've even mixed 1mL into each bottle) or eats prunes/pears each day in order to keep his stools 'normal'. I'd check with your pediatrician if you're concerned.

if he is on an iron based formula like my daughter he is constipated so give him an ounce or two of water after his next feeding and it helps the poop to be looser

Is there iron in the formula? You might try giving him a formula with no iron, but check with your pediatrician first.
