I love answering these types of questions. I would say it is a tough answer because of the different types of coldness. I am from Chicago, and I have to admit that if you are in the Loop, that hawk off of Lake Michigan can get you, no matter how many pairs of socks and longjohns you wear.
I will have to give props to Minneapolis- St. Paul, MN. When I lived there, one year walking from Penn Ave N to Upton Ave N, along W Dowling Ave N, my feet nearly froze off!
But, to top it off... my experience in the Rocky Mountains has been the coldest. With the lower atmosphere and the wide open sky, my winters in Billings, MT has been the coldest experiences that makes Chicago feel like autumn and at times, even colder than Minnesota.

Excellent question and there is but one correct scientific answer and here it is. It is Prospect Creek, Alaska which recorded a minimum of -80 F on 23 Jan 1971. This data was collected and is provided by the National Climate Extremes Committee.

Top 30 is a big ask. Probably best to start in Greenland and Tierra del Fuego and work towards the middle in Brazil.

I'm in St. Paul, MN and I can't imagine it could me much colder elsewhere, but I'm pretty sure that the coldest major city is probably Juno, Alaska. :)
