only gone up by about 1 million in the last 21 years ?

in comparison British Columbia's population increased from 1.4 million to 4.4 million.

Toronto GTA went from 3.4 million to 5.5/6 million (with 8 million in the golden horseshoe area).
Montreal has been a popular city why hasn't it seen as much growth ?

Because of the Separatism issue and the laws they have the deter people from wanting to move to Quebec. Not to mention, in the 70's many large corporate offices moved from Montreal to Toronto (this is when Montreal lost its status as largest city in Canada to Toronto, as many people followed the jobs).

Its the fault of the Province of Quebec moreso than the actual city of Montreal

Not everyone wants to be forced to learn and speak French. They'd also have to learn how to badmouth all non-French speaking people and to stop associating with their non-French friends.
