ok so i have a gift card for target from my gramma for my bday...and i dont really NEED anything from there just want sooooo should i spend it on my wants or use it for Toys FOR Tots

Tink, your Grandmother wanted you to have something you value, but for her own reasons thought the best way to observe your birthday was with the gift card.
If it is important to YOU to do something for others, and would also be something to make Gramma happy, then do the Toys for Tots. And then give Gramma a thank-you CARD telling her it is in both your names.
You could also find some little trinket (they have some LOVELY faux crystal boxes to keep little things in, for example) that would always make you remember Gramma and how she loves you - and use the rest for toys for tots.
Or yo0u could fins something bigger that also reminds you that she loves you and make sure she sees you with it, and then make a big thanks to her for it.
You just can't go wrong both remembering someone who loves you through a gift, and showing it.

Toys for Tots or a Food Bank or even a Breakfast Club. There are a lot of people who will thank you.
