Many of the car wax companies make a plastic cleaner / scratch remover. Look in the automotive section at your local department store (Walmart, Target etc.). An example is Meguiar's PlastiX.

A good housewife's tale is to use a little bit of salt (abrasive) and lemon juice (solvent) to clean the lights.
Commercially, you can use a Flitz buff-ball and some cheap headlamp cleaner from Napa or Pep Boys.
And it's a good thing you're cleaning them too, it's the number two item on a vehicle that makes it look old next to paint.

Common toothpaste makes an excellent in-expensive rubbing/ polishing compound for plastic.I've even use it to remove scratches from the lenses of sunglasses. Besides being very inexpensive,it's easily removed with common tap water.

I had good luck with a buffer and rubbing compound. I thought it might get worse but I ended up using a real coarse grit to get it clear.

Actualy, auto parts stores sell some kind of polish for just that.
