Ethnic groups have the right to maintain their traditions and culture except when these are against the laws and morals.

I am not 100% sure what the question means. I think that all ethnic groups have the right to identify with others of the same ethnicity. That occurs in America all of the time since we have such an ethnic mix. You see it in public places where the blacks all sit together, the mexicans sit together, and the whites sit together. I don't think there is racism involved in this voluntary segregation at all. It is a matter of comfort and identity. Still, I'm not sure what self-determination means, but every ethnic group has the responsibility of self-improvement, with self being the main word...
