I just recently moved into an apartment. All of the things that are white and plastic have this on them, including inside cabinets, and in the bath tub. It doesn't wipe away with a cloth or water, I've been using disinfectant wipes. If anyone can help me at all I'd really appreciate it. No one has been feeling sick or anything like that so I'm just wondering what this is.

do you have a gas stove? I had a similar problem with the house we just bought and it turned out that the flame on our gas stove wasn't properly adjusted and was producing very light soot that wasn't detected by the smoke detectors but caused a slow buildup on all surfaces of the house...it got so bad before we figured out the problem that it looked like we had the FBI in to dust for prints! lol

Well, I would suggest its from a burning, like maybe a fire or something..
Its probably a somewhat oily-greasy substance so you would try cleaning some test spot by using a mild alcoholic spirit substance on a cotton cloth.
That should do the trick, just be careful on plastic surfaces as they might get damaged by high concentration of alcohol.

Gas soot (and candle soot) is very greasy. You might try warm soapy water before the alcohol stuff. You might get or pull out some white dishes that are clean and put them in various areas to see what gets grubby first - hot water heater, furnace, stove, or sloppy fire place might be to blame.

Furnace is leaking check for carbon monoxide . It can be deadly over a period of time. You don't feel it coming. Or you are a bad cook.
