I vote for cookies....

Try these:

LEMON WHIPPERSNAPPERS

1 (18 oz.) box lemon cake mix
1 (8 oz.) carton frozen whipped topping
1 egg
1/2 c. powdered sugar

Grease cookie sheet. Combine cake mix, topping, and egg in a bowl; mix well. Drop by teaspoon into powdered sugar; roll to coat. Place on cookie sheet. Bake at 350 degrees for 10-12 minutes.

If you go to a craft store you can get supplies to make your own chocolate and candy. I do it every year and over the years you accumulate different molds and stuff so it gets more and more interesting as the years pass. You can also invite some of your girlfriends over and make it a little party and everyone gets to take some chocolate home. Just make sure you get enough because the more people you have the more chocolate you'll need. We usually have 5 or 6 people and have to get about 30lbs of chocolate. It's a lot of fun though.
And I suggest make a monster cookie or Everything cookie) it has a lot of different ingredients like chocolate chips and raisins and white chocolate chunks and oatmeal and it's just a really good cookie.

I don't have a recipe, but when i was a kid, a friend of the family would give us a package of different types of cookies for Christmas. After several years, Christmas wouldn't be Christmas without having those cookies around (we would open them before Christmas so we would snack on them during the days that lead up to them)

But I remember sugar cookies with red sprinkles, and some with green sprinkles, some shaped like decorations, santa, trees, etc with different colored frosting, some cookies with some sweet stuff sandwiched in betweeen them, etc...

In other words, good idea for a gift on a budget!!!

My great grandmother had this recipe for tea cakes that BLOWS your mind. I've never had anyone dislike it.

Cream 1 cup sugar with 1/2 cup shortening
Add 2 eggs and mix by hand
Add 1 teaspoon vanilla
Add 1 teaspoon almond flavoring
Mix well by hand
Add 2 1/4 cups self rising flour.
Mix but don't beat or over mix.

Drop heaping spoonfuls on cookie sheet. Bake for 8 -10 minutes. Don't over cook. These should remind you a little bit of drop biscuits.

Let them sit on the cookie sheet to cool.

I promise that this will become a family favorite.

Maybe better than make them, try putting together a Cookie in a Jar type of thing. Just gather together the dry ingredients and layer them in a jar. Then give the recipient the recipie along with the jar, the recipie telling how much of the liquid ingredients is required to make up the cookies. So they can make up what's in the jar at their leisure, and it's something pretty to look at until made up due to the layering.

Kinda like sand art. Different layers being different colors. Like one layers being flour, the next brown sugar, the next M&Ms, ect. Whatever the item is, layer it so that it's not like a layer of white flour on top of a layer of white sugar.

I ordered my candy off of figis.com but it's a 12 different candy wheel and it cost like 35 or 40 dollars...

But... Try getting Candies like at Walmart or Target and little cool Christmas cups or something to hold the candies in. Mix different kinds of candies together.
And you can make cookies too and arrange the cookies and candies together???

How about dipping pretzel rods in warm chocolate and putting green and red sprinkles on the chocolate. Then let them cool down and harden. Those are really tasty!! My sis-in-law takes round circle pretzels and puts a candy Kiss in side of it and bakes them in the oven long enough for the candy to melt. I bet if you check out a cookie/candy site on the web you will get lots of cool ideas. Good luck!!

An assortment of cookies is a wonderful idea. Stick to old favorites like ginger bread and sugar cookies, unless you know of a favorite. My father-in-law loved to get homemade bread and peanut butter cookies.

You can give some good chocolates like Godiva or Ferrero Rocher (some are under $10) or just bake cookies. Pumpkin cookies will be a hit or your usual chocolate chip cookies. Also, you can make your own hot cocoa mix and you can put them in a nice container and hand them out. :)
