It is very possible. In fact it is happening on some cases. Not having a horn is actually minor compared to other things related to automobiles in the Philippines. Not just the horn, Jeepneys and trucks often do not have brake lights but are allowed to roam the streets. I have experienced almost bumping into a tricycle that didn't have any working headlights at night ... and it was speeding too! A lot of cars have stolen (side)rear view mirrors that haven't been replaced but are running in the streets. The worst case for me is the Trailer trucks hauling the 40 foot containers but the problem is, the containers do not have a locking system as it should. I have seen an instance of a 40 foot container fall from a truck and squash a tricycle and its passengers like a bug. The list just goes on and on.

Yes, it is possible... The horn is used to warn other cars you are passing them, as a 'hello' to pretty girls, and just to see if it still works. If there is no horn, then you would have to remove your muffler (especially around New Year).

Assuming you mean a Philippino IN THE PHILIPPINES, no. Unlike the ignorantly politically correct answerers above me, allow me to just be plain old correct here. Until the Philippines get a well regulated traffic infrastructure (roads, lights, police to enforce them) the horn will be a Philippino's only choice.

How else will they warn pedestrians in a cross walk that they are "assuming" the right of way ?
