it doesn't work like that. It only works on the phone itself

It is a feature called mylocation in the new google maps for mobile program that allows you to pinpoint your location to an area roughly within 1.7km by where your phone is getting reception from.

the program can be downloaded from www.google.com/gmm

Very interesting, no wonder my boyfriend wants to get me a cell phone for X-mas. But the scary thing is that if a regular Joe can do this, how about the government? Big brother is watching !

The service you are talking about is called My Location. It is still in beta version so everything will not be perfect. But it is essentially still Google Maps except that it traces your movements. Here is the link:
