i need to know how to make a 15 degree angle with a compass bisecting a 30 degree angle?

draw an equilateral triangle:
draw a line first then put your compass on one end and pull it apart until it's the length of that line then draw an arc near where you think the third point might be. Put you compass on the other end and draw and arc. Where the two arcs intersect, that's your third point. Connect the two ends of the line to that point and you've got yourself an equilateral triangle.
bisect one of the angles
to bisect: put your compass on the corner of the angle you want to bisect and draw and arc that intersects the two sides. then pull your compass apart or push together so that the space is a little more than half of that arc you just drew. Set the compass on one of the intersection (the arc and the side of the angle) and draw another arc near where you think the bisecting line would pass through, and do the same at the other intersection of the arc and the other side of the angle. where the two arcs you'll just drawn intersect, draw a line from the corner of the angle to there and you've got yourself a bisector.
bisect the angle again to get 15 degrees

Draw two intersecting lines using the 30 degree triangle - the lines are 30 degrees apart. Where the two lines intersect will form the vertex of your triangle.

Now with the compass, starting at the vertex of the two lines, draw two arcs. One arc starting at the one line towards the second line. The second arc, start at the other line towards the first line. Where the two arcs intersect, between the two 30 degree lines is 15 degrees. Now you can draw a 15 degree triangle.
