Well technically, it would, -- but it is very hard on engine to run withouit oil in bearings!, -- a "locked engine" will just give a big " klunk" when you try to sart it! Now that noise you describe sounds more like bad teeth on starter or ring gear!l
Are you sure it has no oil in it? -- or that it just doesn't show on dipstick? For instance, - does it have a hole in bottom of engine and a puddle of oil under car? This would indicate that the engine is probably "deceased"!
If you turn engine over using belts or something to grip pulleys and turn engine just a little ways, try starter again and if it then cranks,- I would not let it start, - but I would then put in a quart of oil (cheap oil will do for this test), and see if it hits dipstick this is of course in absence of puddle and obvious holes in bottom of engine (oilpan)! If you see oil, - then it was not totally without oil,- just seriously low and it is possible no damage has happened inside engine (if you are lucky)!
If it then starts, the engine is most likely ok , -- but you most likely have a starter problem!
Check to see that the bolts holding starter on engine are tight,- loose bolts can let starter shift enough that the gears may not engage! Or the gears on flywheel have been worn down (an engine usually stops on same cylinder every time it is turned off, so that area gets more wear than the rest of it does)! This can be checked to find out how the flywheel looks through the hole that (removed) starter came out of! Check to see that the starter drive has good gears also! It is a whole lot cheaper to change starter parts than ring gear on flywheel!

Cars will actually run something like 500 miles with no oil. A car magazine in my college year actually ran a car with no oil just to see how far it will travel. But that is a sure way ruin your engine - beyond repair.
Why not add some oil. It is almost as easy as pouring water down the drain.

If the engine will not start, it is not due to a lack of oil. The engine doesn't know that it does not have oil, so if it can run, it will, until friction and heat destroys it. It is not starting because it is not getting fuel, or some other problem, but oil is not the reason.

Had a friend that took his car for service while on vacation to Yellowstone. He didn't make it out of the parking lot when the engine died, wouldn't turn over. They forgot to put oil in the car! It ran for maybe 2 minutes. Oh, btw, he got a new engine.
