I believe the answer is D but just looking for confirmation.

Yes the answer is D. To find out which one will win in the first round look at fruit's position relative to chocolate for the three voters, two hold fruit in a higher posititon. To find out the winner in the second round look at fruit's relative position to vanilla, vanilla is higher than fruit for two of the voters.
