There are a couple of reasons:
1. Canada is a capitalist country, so there will naturally be a distribution of wealth. Those at the bottom are considered "poor." Only in a true communist country (without wealth distribution) would you not have "poor" people.
2. Poor is a relative term. Canadians get state aid, so everyone gets medical care, adequite food etc. A "poor" person in Canada has a higher standard of living than people in many other countries.

Canada has a very high tax rate. One of the main reasons people are poor is because of taxes. For instance, their dollar value is only a few cents less than ours, but because taxes are considerably higher there they don't have as much money as us. The best place to live is Amsterdam, where taxes are a little lower than 1% of what you make. Man, what I could do for this economy with 99% of my income is unheard of.

1. In every society, there are some people who cannot work (disabilities).
2. In every society, there are some people who will not work by choice (thieves, crooks, lazy people).
3. In every society, there are parasites--people who work but produce nothing (politicians, government officials, bosses).
It does not matter if it is a rich country or a poor country. In all of history, it has always been this way and it always will be this way.

EVERY country has poor people and just because we are a rich nation in general doesn't mean we don't have drug problems or crime. Yes there are clinics ope for these people and financial aid for some. Some people just don't wanna make a change in their lives,

In any world economy, poor people are needed. If everyone were rich, who would take out the garbage or slaughter the pigs?
It's not just the economical structures to be blamed. In many ways material wealth or poverty is a sign of individual character.

Poverty is relative. The poverty level in a developed country is higher than the income of over half of the people in the world. Relative poverty is also necessary in a capitalist system because avoiding poverty is the motivation to work for most people.
