Need help with an 80's artist?

I'm trying to think of an artist from the 80's. He had a Joe Jackson, Elvis Costello kind of sound. I'm pretty sure he was a solo artist. He had some hits, but nothing TopTen (I don't think). He had a very recognizable voice and most of his songs sounded the same. I can't think of any lyrics or anything. Any guesses out there? I know it isn't much to go on.

Hmmm...try Nick Lowe, Marshall Crenshaw, Graham Parker, Lloyd Cole, Roddy Frame (Aztec Camera).

The only one I can think of right now is Tom Waits.
