no receipt, no rent. if he will not give you proof that you paid, then don't give him the $. the board of health and some city's have 311(phone #) he needs to fix the problems. however he might be renting to you illegally, because he must provide the basics, like water and lights, floors with no holes, windows ect. if he doesn't he can't collect rent. make a complaint and they will give you the info you need. and no he can not evict you for calling 311

Start here:

http://www.rentlaw.com/

As a tenant, you have rights. The above site will give you the rental law for your state and links to tenant advocate groups. Generally speaking you can request repairs in writing, and then if the landlord doesn't address it in a reasonable period you can have it fixed yourself and deduct the cost from your rent.

I'm sorry about the bad deal you are in. You might think about finding a better place and then using the problems you have had as ammunition to get out of any lease you may have.

Oh, just pay your rent with a check or money order - then you wont need a receipt.

Good luck

"You name it and it has it" isn't telling me anything. You can call the Board of Health or similar in your area, but they will only require him to repair things which cause the house to be uninhabitable or unsafe for habitation.

In other words, if the carpeting is worn and the range is old, but works, you're not going to get anywhere with those types of complaints.
