i assume you mean a 3mhz processor and 1.6gb of ram
it's decent, and i'd suggest you'd pay $1100, since most xps computers have lots of extras like a big hard drive and good graphics card

Starting price on Dell.com is $899 without the monitor. A XPS Dell is their Top of the line model. Let me tell you what is a good idea...Get a laptop, and it can go with you. Play DVD's, music etc. If you get a Desk Top, well its a Desktop.
Look at dell.com and you will get a better idea of what is out there. You have to be more concerned with the Software you get also. Software like Microsoft Office, Vista alone can cost more than the computer.

Invest?

You don't invest in a computer (since if you sell it in a year or ten you'll make almost nothing off the sale).

A computer is an expense and needs to be treated as such (just like you don't go around investing in reams of paper).

i would say it depends on the exact hardware .. if its older i wouldnt give more than several hundred ..
