What program would I need to create a sort of tic-tac-toe program no artificial intelligence necessary.?

I'm looking to create a simple program that would kind of work the way a tic-tac-toe does, or very similar to it. You can see that this is not complicated at all. On a Budget.

You mean to play with 2 people?
You could use a paint program, or a word processing program.

If you mean playing against the computer, then any language would do. You could do it in BASIC which would probably be the easiest. There are versions you can download for free.

If u r ready to consder java I have a ready tic-tac-toe. I can mail it to you.
You need JRE to run it.

On the contrary it requires pretty complicated logic. Just try to write down the logic of a tic-tac-toe in plain english.

Well my one is absolutely free. Though I write programs for a living, I don't like to charge someone just for the fun of a tic-tac-toe.
