No you cannot sell or buy children in India legally, but definitely you can adopt children legally & even get parental status & rights on such adopted children both by Indians as well foreigners. With a latest amendment in the "Guardian and Wards Act, 1890" now even Christians, Muslims, Parsis and the Jews adopting children in India under this Act gets parental right which was just guardianship right on the child, although the parental right already existed under the "Hindu Adoption and Maintenance Act, 1956" that covers Hindus, Jains, Buddhists, and Sikhs.

Of course, legally you cannot sell/buy children. If you meant adopted, yes the law does allow that.
However, I am sure there would be lot of under the table dealings involving children. This I guess would be true for majority of the world.

Legally No. But poor and tribal people in rural areas do this as they have no means to bring up the children
