In California they MUST give written notice, its how you get the notice thats tricky. They can either 1 mail it to you, 2 post it on the front door to the apartment or 3, hand it to you.

if you have a lease the landlord can not raise the rent during the lease period. if you are on a month to month lease, he must give you 30 days notice, if you do not have any type of lease he can raise the rent at any time, and in most states he does not have to give written notice, that is what a lease is for, it is a contract between the landlord(lessee) and the rentor (lessor) for a specific period of time, and cannot be broken by either party, if he is attempting to change an existing lease he can be taken to court. if you are talking about a renewal situation he can change terms upon experiation of the current lease and raise rates for the new term period (lease)

the lease you may have. He must
give a written 30 day notice if
your lease is month to month or
up to 6 mo, and a 2 mo notice if your
lease is 1 yr or longer.

He SHOULD given written notice according to most statutes, but if he doesn't you might want to pay it anyway. If you don't on that basis, you WILL get a written notice, and then probably a non-renewal.
