It is a Raphael catfish,they don't really talk but make a noise by grinding their their pectoral fin bones in the socket.I have 2 of them and they are a great fish but very nocturnal.This page has some pictures on it http://www.planetcatfish.com/catelog/species.php?species_id=166 and you can listen to the sound they make.

just seen 1 in the pet store last week the guy in the store says it always lodges itself in the castle he had in the tank and it is always out at night as the other people who know this fish said no it doesnt talk but does make a noise.
have you tried talking under water harder than it looks

completely true, it's a raphael catfish, I have one but can it to my mom because it was making too much noise at night because it didn't like my options of hideouts. hes happy and quiet now though.
