By the laws and common practice, who exactly will be in charge to inspect tenants apartment when they move out and decide to charge tenants for something? Property management or the third-party such as someone who works as a public inspector?

The property manager or landlord. If you are concerned about that I suggest you take pictures of the apartment before you leave.

Yes this is totally normal for a landlord to request this to be done upon move out. A security deposit is for damages only and they cannot charge you for repainting your apartment. A landlord assumes that paint has a three year life span, if you spent longer than three years in the apartment then they cannot charge you for repainting. If you punched holes in the walls or tore holes in the carpet then yes they can. Make sure that once you do all this that you photograph the entire apartment the walls the floors everything, you should request a final walk thru BEFORE you move out not after you've gone because then you can't fix anything thats wrong. The photographs are to prevent them from stating you didn't do something or claiming there were stains on the carpet when there weren't, your photos are your proof if it comes down to it.

Usually the property management or the owner. I don't think that I have ever heard of a public inspector doing that unless you are talking about a publically owned property.

The landlord, or anyone the landlord appoints to do the walk thru on their behalf. Just be carefull with those "move out checklist" some apartments make you fill out. They will , and usually always, find some teeny tiny minor thing, and then charge you for a full clean aka keep your deposit.

You should had went through the apartment when you first moved in with the landlord to find any problems and then when you move out you do it again. If there are any problems he'll let you fix it or take it out of the monies from security deposit. It is your responsibility and no others.

Depends on what your lease may say. Should be management. I would make sure you are there, walking through with them and bring a friend or relative as a witness. Find out when the deposit will be refunded (usually within 30 days). Just like with the move in walk through, they should put it all in writing (things like scratches, marks, dents, etc.)
