yes it is...decimals number which are nonterminating and non repeating are irrational nos.
in dec form, it is 0.81818181818...

Yes. Any number that can be expressed as a fraction where the numerator and denominator are whole numbers is rational. The decimal form is 0.8181818181... In decimal form, you can recognize rational numbers because they either have terminating decimals (0.75, for example), are whole numbers (3) or have repeating patterns (0.918491849184...) It's rational because you just wrote it as a ratio of 2 numbers: 9 and 11.

any number that can be written in the form a/b where b is a non-zero number is rational

to get the decimal form, divide 9 .000 by 11 and you get a repeating decimal

0.8181818181....

Ironically for a religion that is routinely bashed for “subjugating” and “oppressing” its female followers, the number of female reverts to Islam.outnumber the males 4:1! The fact that more and more people are finding their way to Islam., notwithstanding the relentless propaganda, deliberate misinformation and outright prejudice against it, never ceases to amaze me. How do these people navigate in the darkness to find the light of Islam. in spite of all the obstacles in the way? The answer is that our Creator has granted each one of us a guiding light—a pure, undefiled innate nature called the fitrah. Unlike Christians who believe in the doctrine of Original Sin and assert that each baby is born tainted with the sin of Adam’s disobedience to God, Muslims believe that every child is born into a state of purity where it recognizes its Creator and is naturally subservient to His laws.
