Unless you are renting every day, and in that case it would make sense to buy a car, you are going to end up paying more for personal insurance coverage than you would paying the rental company!

Buy an old beater that you can insure cheaply.
Get a decent liability policy.
Park the beater, but keep it registered.
Of course, you could always call an Independant agent.

sorry but you no longer insure the car per se you insure the driver anyone with a valid drivers liscense is required to carry insurance at all times by law even if you don't own a car!
