It's on radio every night. Everyone here keeps talking about it, but it seems it's not much on English radio, only on Spanish programs. Have not read anything in papers either.

How can they get that amount of signatures if the word doesn't go around?

To put ANYTHING on the ballot in ANY state, you must collect the number of signatures required by that states election laws. The number is usually a certain percentage of the number of votes cast for a specified office in the last election. Some states may use a percentage of registered voters. I am not aware of any that have an actual number in the law.

If a particular referendum is primarily discussed on Spanish radio, there is a good chance the groups supporting it believe Spanish speaking people are more likely to support it than English speaking people.
