From what I understand you have to be 14 for female and 16 for male. Why there is a difference I don't know.

16 for the most part is old enough though it can vary occasionally from state to state. I wouldent worry she is old enough and to top that off by the time courts go organized lawyers she will be 17 or damn near close to it. It would all be rather moot dont you think? Dad is just freaking out like any parent would.
