That would depend on what x and y are. As is, x and y are variables, which means you can pick whatever you want for them. So if I said that x = 0 and y = 1.2 billion, then your inequality would need a greater than sign. But if I said that y = 0 and x = 99, then you'd need a less than sign.

So for now, either one works. Once you start putting restrictions on x and y, then things change and you'll have to start doing some analysis to figure out which sign you need.
