Because Nevada State law allows "rural counties" to make prostitution legal or illegal as they choose, and the county where the Bunny Ranch is located has made it legal.

It's not legal in ALL of Nevada, note - specifically it's not legal in the cities, Las Vegas, Reno, Winnemucca, Elko, and only about half the counties that legally "could" allow prostitution have chosen to do so.

To Tim... the areas of Nevada that historically had a high mob influence are the areas where Prostitution is specifically banned.

The only place it's legal in the US is Nevada, but that's about it. As for what goes on at the bunny ranch, it depends on what your looking for and how much one is willing to spend.

The women that work there may be hookers, but there are things even they won't do. But for the most part if a client wants basic favors they accommodate.

Your question seems to imply shock at the fact that prostitution is legal in certain areas. The only difference between prostitution in some counties of Nevada and the same institution elsewhere in the U.S. is that in the former it's legal. Morality aside, in the world as a whole, prostitution is virtually universal and cannot be stamped out, so the issue becomes one of regulation. In places where it is legal, such as the Netherlands (and Nevada), it is also taxed and regulated by the state. The incidence of AIDS and other sexually transmitted diseases (STDs) in such places is significantly lower than where prostitution is illegal, primarily because the sex workers have monthly state-mandated medical checkups. The negative social effects associated in most people's minds with prostitution -- drug use, STDs, attacks on johns -- are in reality the outgrowth of its unlawful status rather than of the renting of one's body for sexual purposes. And no, I have never patronized a prostitute and have no desire to.

there are only two major taboos that cross cultural boundaries to be almost universal, Incest, and cannibalism. Even those 2 things have occasionally been allowed by society. Those activities are legal, because the people in charge of that area have chosen NOT to make it illegal. Under our system of government anything is legal unless someone makes a law against it.

Prostitution is legal in certain areas of Nevada. However, it still has a lot of restrictions.

It's legal in the state of Nevada. The whole state was founded by the mob, what do you expect?
