you type in 299 792 458 and then you can store it to a variable
if you have a ti-89, hit the 2nd key and mode to get a little arrow, i think this will let you assign a value to a variable.
so..the command :
299 792 458, "2nd", "mode", "variable" enter
just remember to clear your storage otherwise it will assume anytime you use that variable you want it to represent the speed of light

if you have a scientific calculator like a Ti-83 than do it like this: 3(10^8)
or, if you are using something more old school than simply type the number in like this: 300,000,000 m/s
or, 299,792,458 m/s to be more exact.
or, if you need it to be in imperial units:
