At that level of evil, it's kinda unnecessary to try to rank just "how" evil they each are.

Take your pick from any country's leader (every single country), or from any religious leader (of any and every religion ever). Pretty much every founder of a religion (like Jesus, Mohammed, Buddha, etc.) is a good person who is trying to raise humanity up; but soon after their religions went way downhill and no longer follow the teachings of any of the founders of their religions.
