As close as HHH and Flair are i think he will tie it but not break it unless flair is involved in some way.

If RVD's back he might break the record 7 intercontinental reigns 1 ECW championship reign
1 WWE championship reign 3 Tag team championship reigns and 1 23 month ECW Television championship reign altogether 13 championship reigns he's got to be the closest to breaking the record. Otherwise yeah HHH might do it.

Before he retires at the rate he is going he will have it another 50 times or so. He is the son in law so he will have it as many times as he wants it.
The record he is talking about is world (singles) titles. Not other titles.
