I have two CDRs that I cannot view on my TV. One has Jpeg photos, the other is on Adobe reader format.

CD players wont read anything besides music. You'll need a DVD player to do what you want to do. I've some DVD players that will access images and videos stored on a CD as data files. But other than that....the only way is to connect your TV as a monitor.

Ive found the only way to play something on a cdr on the tv is to run it through your computer and use the s-video hookup to plug into your tv
that should broadcast your images directly on the television

You must have a VCD player, not a 'regular CD player'. As I have no idea what CAN your VCD player do, I can't advise you on how you can accomplish what you want.
