Ah, the 1932 Chicago bears gave up 44 points in 14 games. That's 3.14 points/game

Recently, the 1976 Steelers allowed 9.86 points per game in a 14 game season.

If you only consider 16-game seasons... than the 2000 Baltimore Ravens held their opponents to 10.31 points per game

Because yards is a better tool to grade defenses instead of points. There could be a good defense in the red zone but not on the rest of the field. They might give up very little points but give up tons of yards. So a good defense means there are a lot of 3 and outs and punts.
