Auto parts store or salvage yard.

Are you looking for hardened bolts? Today, hardware stores generally carry only grade 2 or 5 cap screws or bolts. Most auto parts stores have metric cap screws which are usually grade 5. A grade 5 is harder and resists stripping. If you have one good bolt from your valve cover, take it with you to an auto-parts store so they can match length and thread pitch. You must know both of these facts before buying anything.
Very few if any hardware stores carry metric bolts, cap-screws or nuts. Open your phone book yellow pages under fasteners. You may get lucky to find specialty stores in your area who also sell the metric items above.

If all else fails, call a Kia dealer nearby and order the exact replacements. If you have no Kia dealer check out kia.com and enter your area zip code # for the nearest dealer. Give them a call and order the bolts you need and have them shipped to you. They do not cost an arm or a leg.

Good luck to ya!

I'd check a junk yard. Normally you can find used parts on the net. Salvage yards are more common. They actually have a data base that has all used cars in it and what is on the car itself. They also have a quick search on the page.
